cannot connect

I just bought an obd2 plugin sensor and downloaded the car doctor app. I was able to connect and clear the check engine light in my car and proceeded to try to do another car. It connected found the error for the check engine light but had an error for clearing it so I unpluged closed app and tried again. Since then it won't even connect it just runs through protocol and doesn't finish. Any suggestions?

Clear errors recommended when engine is stopped but ECU is full powered (key ON or II position)

I was able to connect today and got the error code for the light that I was expecting so I turned off the engine but kept power so then I hit clear and it said it worked. But when I restarted the car it was still on. I don't know what to do.

Please note that clear information about error in ECU can not fix the problem.... your car have some malfunction and unless you do fix it car's self test system will raise error up. Thanks
