Hello. My iPhone offloaded an app (removed it from the phone); I tried downloading it again and logging in via iCloud, but the license is missing. What should I do?

Hello. All App Store licenses are attached to the account you pay from.
Using the same account and re-installing inCarDoc should automatically upgrade the app to Pro.
You might also force an upgrade with
Settings - Buy Pro (scroll to the bottom of the Settings page) - Restore purchase
