How can I send data from my cell to incardoc site?

You could send data stored locally at your phone. Open Logbook folder
(for iPhone) swipe left selected record and click Send - Send to incardoc
(for Android) Longclick record and click Send to service
Also some screens as Diagnostics or General have direct sending options: Save-Send to...
