P0117 engine coolant temperature circuit low

I have that code for more than a year now . Poping up every day. Replace coolant temperature sensor. Same thing . When I monitor the temperature while driven I see spikes to 120 C , some more some less. Otherwise it's in the 96- 99 C range when wormed up . Any suggestions would be appreciated 😊

Just ran a test on my car and P0117 is popping up, what does it mean, please anyone out there to help?
